Under legislation written before such small jets were conceived, they are not required to carry the same collision-avoidance systems as larger jets. Micro jet operators say they will hire experienced pilots, and insist that the planes' collision-avoidance software is sufficient.

Given that the word "private" refers to the ownership as opposed to a specific type of aircraft pretty much any aircraft could be "private". If you had enough money, you could own your own personal 747 or even an A-380. Those would be pretty hard to beat as "most expensive."
